East West Railway Company (that’s us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way. Role Summary: As part of the client Engineering team, you will lead the construction activities on behalf of EWR Co, managing and advising on programme wide construction planning and entry into service activities in relation to on railway and off railway works ensuring that the delivery is efficient and effective and meets the EWR Co business objectives.  You will work closely with the delivery partners, stakeholders and EWR Co leads to continuously develop the construction programme driving innovation and mitigating risk.  Team dimensions: East West Rail operates a matrix structure.  This role sits within the Engineering, Technology & Solutions Community Line Manager – Head of Programme Engineering. 

Key Responsibilities
  • Act as the EWR Co Construction expert on all matters relating to the development and implementation of the Construction and Entry into Service Programme.
  • Accountable for assurance of the Temporary Red Line Boundary proposed by the Technical Partner in the EWR CO DCO submission.
  • Accountable for the assurance of the construction methodology proposed by the Technical Partner in development of the route wide construction programme.Principal Construction Manager
  • Lead and develop the Entry into Service strategy for EWR and ensure integration with Network Rail processes for EIS.
  • Provide construction advice on how scope can be delivered efficiently and effectively using best practice and innovation.
  • Provide construction input to the design and delivery procurement phase ensuring readiness for delivery.
  • Provide construction support to the environment and sustainability teams ensuring that construction methodologies meet the EWR Co objectives, and all construction impacts are identified.
  • Identify possessions and blockades required to support the construction programme and support the EWR Access Team in negotiating with Network Rail.
  • Support the EWR technical partner in the identification and development of early enabling and major temporary works required to support the programme.
  • Apply innovation and best practice with demonstratable examples to identify efficiencies in the construction programme. Identification of likely areas for Construction / Value Engineering challenge.
  • Ensure that safe systems of work are embedded in the design development and risks are mitigated. Review and accept WPP's from EWR's suppliers to ensure that proposed works comply with Rail safety standards in addition to CDM requirements.
  • Acting as a role model for EWR Co’s vision and values, by supporting the EWR Co commitment to customer service, promoting diversity in the workplace, adopting appropriate behaviour when interacting with colleagues, and encouraging and supporting others to do the same.
  • Your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles, ensuring you follow safe working procedures at all times.
Skills, Knowledge and Expertise
  • Broad experience of major infrastructure project delivery through the lifecycle from early design phase through to commissioning including heavy civils, earthworks, structures, and railway systems.
  • Experience of managing statutory undertakers’ infrastructure and associated major utility diversions.
  • Extensive client experience managing the supply chain through the survey, design, and construction phase.
  • Detailed understanding of at least one railway system, what its critical dependencies and interfaces are (including operational ones) and how this should be managed and controlled on a safety critical programme.
  • Excellent experience of engaging with peers and stakeholders on your specialism.
  • Experience of leading site audits and provision of construction assurance activitiesExperience of the implementation of programme and cost efficiencies through the construction phase of a major programme
  • Working within relevant UK rail and highways industry legislation and standards.
  • Design and implementation of railway systems preferably gained on mainline railways.
  • Delivery assurance of integrated safety critical solutions within large scale and technically complex projects.
  • Analysis of complex data, drawing effective conclusions and rapidly producing solutions and decisions.
  • Excellent communication with the ability to promote and execute Delivery Strategy and Plans.
  • System Integration, Interface Management, Specification, System Acceptance of same and associated approaches and techniques.
  • Innovation and change management, including best practice continuous improvement methodologies.
  • Risk management and control and best practice architecture and requirements management tools and methodologies.

Education and qualifications.

  •  Chartered or Incorporated engineer, or equivalent professional experience and training in the field of engineering or the equivalent in a technical and/or scientific discipline.
